You can pay once. Just join the founder's club and you'll have everything.

What you're referring to is "Buy-to-Play", that is, pay once for the entire game, excluding expansion packs/etc that may be out in the future (ie, Guild Wars / Guild Wars 2). "Pay-to-Play" is wherein you pay monthly subscription fees for access to the game (ie, WoW/EVE).

Also, according to the Hatch Point Shop itself, you won't have to pay real money for anything in the shop.

Now, I have no idea if they'll be able to remain this way. But there you have it.
If not, then StarForge will be a "Freemium", that is, Mostly free-to-play with premium paid content, though I'm quite sure and hopeful they will not go as far as "Pay-To-Win." Which is when you practically have to buy shop content to have any hope of winning.

In any case, I believe the best deal is to just go all out and buy Foundership. That way you will never have to worry about those silly hatch points.

Judging from my discussions with the game creators, they are vehemently against pay-to-win, and intend to keep all content obtainable by every player.

Founders, at most, will be receiving a special banner for their ingame name; and perhaps a single item that only they can spawn with. This does not stop anyone from killing them, and using it for themselves.
It has been speculated that this item may be a sort of grappling device, but nothing has not been confirmed; not even the existence of such a founder's perk.

I shall be screenshotting quoting from the almighty Hatch Shop, once again, for specifications on that matter.





Like I said, I've no idea what will or will not come to fruition. (in terms of Hatch Shop content, they seem to already be behind schedule a bit. ) But there it is.
